Following months of research, today, a respected Washington, D.C.-based news outlet, The Hill, published a balanced summary of the current situation related to the National Defense Authorization Act for Fiscal Year 2019. You can read the article here.

The article concerns the broad anti-China sentiment in Congress which includes reporting on the Hartzler amendment, which was attached to a defense spending bill and recently passed the U.S. House of Representatives and is still working its way through the legislative process, though it was not included in the U.S. Senate version of the legislation. The amendment, if it were to become law, would prohibit the federal government from purchasing video surveillance equipment from certain China-based manufacturers. Hikvision—along with other Chinese companies—is mentioned in the amendment. While this amendment has created some confusion, there is currently no ban on Hikvision products being used by the U.S. government.

Hikvision integrator Chris Nickelson is widely quoted throughout, indicating that this legislation can potentially hurt other U.S. small business, while calling into question the unfounded concerns raised by U.S. Representative Hartzler. Nickelson said,

“Somebody still needs to show me that there’s any real meat and potatoes behind any accusations that have been made towards Hikvision.”

Hikvision’s U.S.-based business touts its compliance with American laws. It worked with the Department of Homeland Security to patch a security vulnerability it uncovered in May 2017. It also recently opened a transparency center in California to allow law enforcement to view the source code for its products.
